PTSA Volunteers are required to obtain, submit, and renew clearances every 5 years, as of 2017.  For more information, visit .  Please note that school employees have different requirements.
PTSA Volunteers must complete and provide the following:
1.) Federal FBI Fingerprinting
(needed at initial application to volunteer for everyone and then renewed only if volunteer has not been resident in PA for past ten years), 
**If you have lived in the state of PA for the last 10 consecutive years, you may qualify for a fingerprint waiver by completing Waiver Affidavit.  If you have lived in another state at any time in the last 10 years, you must get fingerprints completed.

2.) PA State Police Criminal Record (Act 34),
3.) Child Abuse History (Act 151)
4.) In addition, the school secretary will ask you to complete and sign: the disclosure statement- PDE #6004 Arrest and Conviction Report form, which they can provide, (only needed once at initial application to volunteer);
and the district Confidentiality Statement- not legislated but a school district requirement, (only needed once at initial application to volunteer, however, administration reserves the right to require this more often if it is needed).
The renewal date for all your submitted clearances goes by your first clearance (or oldest) you obtained of the three. All clearances cannot be more than 5 years old. Once you obtain the reports, please provide the school secretary the originals to make copies from, and make sure they are returned for your records.  
Estimated costs (as of July, 2015): Criminal History is $8, Child Abuse History is $8, and Fingerprinting is $27.00.  However, on July 25, 2015, Governor Wolf waived the fees for background checks for volunteers and reduced the cost of clearances for employment purposes.  Make sure you sign up as a volunteer and not a school employee for the waived fees!  When you sign up for the fingerprinting, click on "PA Dept. of Education."

"Dear Parents/Guardians:
Act 153 of 2014 is a law in Pennsylvania that includes provisions for creating clearance requirements for school employees and volunteers in schools, as well as requiring updated clearances for school employees and volunteers.
For the safety of the children, the Hopewell Area School Board passed the following requirements:
Any PTA/ PTSA officers, homeroom parents, helpers, chaperones, workers and volunteers who participate in activities in the school building, on field trips, or any other school-related venue, must complete a criminal history, child abuse clearance application as well as fingerprints with the appropriate agencies and submit the approved copies (originals that will be copied and returned) to the building Principal to keep on file in the school office. This procedure is in compliance with current School Board policy and is implemented for the welfare and safety of our children. In accordance ACT 153 of 2014 (Child Protective Services Law), all volunteers as listed above will be required to acquire updated clearances every 60 months. As this is a state law, there will be no exceptions.
